No‑Cost Upgrades You Could Qualify For

A single in‑home assessment can unlock a whole menu of energy‑saving improvements—paid for by the same public‑purpose surcharge that appears on every Southern California gas and electric bill. Depending on your home’s needs and program guidelines, our partner contractors may provide:

  • High‑Efficiency Lighting & Smart Power Strips

  • ENERGY STAR® Appliance Replacements (refrigerator, freezer, clothes washer, dishwasher)

  • Smart Thermostat & HVAC Filter Upgrades

  • Cooling Enhancements (evaporative cooler service or replacement, window/wall or central A/C upgrades*)

  • Water‑Smart Fixtures (thermostatic shower valves, low‑flow showerheads)

  • Heat‑Pump Water Heater or Pool Pump Upgrades

  • Weatherization Services to seal drafts and improve comfort

During our assessment we simply document your home’s conditions; the utility program later decides which upgrades are approved and pays for them in full—so you never pay out of pocket.

*Central A/C upgrades are eligible in select climate zones only. Renter/Tenant homes require approval and a copay from the landlord or property manager - does not apply to homeowners living in the home.

Two Easy Paths to Qualify

Most households discover they meet at least one of the program’s requirements. Choose the option that best describes your situation—if you can check either box, you’re ready to move on to scheduling your no‑cost assessment.

Option 1: Public Assistance Programs

You can qualify if you or someone in your home participates in at least one of the eligible public assistance programs listed below.

  • Medi-Cal/Medicaid

  • Medi-Cal for Families A & B

  • Women, Infants & Children (WIC)

  • CalWORKs (TANF) or Tribal TANF

  • Head Start Income Eligible - Tribal Only

  • Bureau of Indian Affairs General Assistance

  • CalFresh/SNAP (Food Stamps)

  • LIHEAP

  • Supplemental Security Income (SSI)

You can also qualify if you meet the income guideline qualifications listed in the chart in Option 2.

Do I ever have to pay for the upgrades?

No. All approved measures are paid for by the public‑purpose charges already included on every gas and electric bill, so you will not be invoiced at any point.

How do I know if my household is eligible?

Most customers qualify in one of two ways: (a) meeting the published income guidelines, or (b) having a household member who receives an approved assistance benefit such as CalFresh, Medi‑Cal, WIC, or SSI.

I’m a renter—can I still participate?

Yes. Renters qualify under the same guidelines, but we’ll need a signed authorization from the property owner before any work can begin.

How long does the in‑home assessment take?

A typical assessment lasts 30‑45 minutes. Our field specialist gathers basic household information, verifies documentation, and notes any potential efficiency opportunities for the program to review.

Who decides which upgrades my home receives?

Your utility’s program administrators review the assessment report and determine which measures are approved. Zero Net Energy Solutions does not make that decision; we simply facilitate the enrollment.

Who installs the measures?

Only state‑licensed contractors who have been pre‑qualified by the utility program perform the work. All labor and materials are covered by the program budget.

Will anyone try to sell me additional services?

No. The assessment and any approved upgrades are provided at no cost. There is no requirement—or expectation—to purchase anything.

How is my personal information used?

Your information is shared only with the program administrators and the licensed contractor completing the work, solely for the purpose of confirming eligibility and completing the upgrades. It is never sold or used for unrelated marketing.
